Simon is a qualified town planner and surveyors, from which he combines town planning and development advice on strategic sites. He has over 30 years experience in the UK and overseas covering all aspects of town planning, development and environmental advice. Simon has managed a number of major land promotion projects, providing advice on planning strategy, planning promotion and stakeholder engagement.

In addition to providing overall project management, Simon offers strong capabilities in policy promotion, development economics, compulsory purchase, land acquisition, master planning, environmental assessment, planning applications and local plan Examinations. His work includes mixed-use, commercial development, major infrastructure, airport, leisure / tourism projects, and major housing schemes for private and public sector clients.

Simon has represented institutional investor / developer clients at local plan Examinations in Crawley, Luton and Central Bedfordshire, providing the case for more economic / employment growth, its spatial implications and supporting optimal locations.

Simon has also managed major planning applications with EIA and negotiated planning permissions and the terms of s106 agreements. This work has included working with legal advocates and presenting evidence at appeal.

  • The Wilky Group – Gatwick North and South: strategic land promotion, stakeholder engagement, implications of compulsory purchase, evidence at two Local Plan Examinations.
  • Legal & General Capital – land in Central Bedfordshire and Essex: strategic land promotion of sites for strategic logistics / airport-related uses / housing, master planning and Local Plan Examinations.
  • Persimmon Homes – Picket Twenty Andover: outline planning application for 512 houses for extension to Major Development Area (MDA).
  • Portsmouth City Council – City Deal: Tipner West – marine employment hub and sustainable community: Strategic advice in relation to Transport & Works Act Order, Hybrid Planning Application, Marine License, EIA, HRA and land acquisition.
  • The Canford Estate – strategic land promotion via regional and local plan policy.
  • The Weld Estate / The Redwood Partnership - strategic land promotion via local plan policy.
  • Taylor Wimpey - The management and coordination of outline planning applications with s106 agreements and supporting material for Lodden Lakes phase 1 (90 units) and phase 2 (115 units) at Gillingham, Dorset.
  • Habitat First Group - Managed the preparation of an Outline Planning Application and EIA for a nature-based vacation accommodation complex at a former aggregate quarry in North Devon.
